Army Civilian Wellness Programs
Army Civilian Wellness is a Department of the Army (DA) program intended to encourage civilian employees to improve readiness, resilience, and health by influencing optimal performance through positive sleep, activity, and nutrition behaviors; and supporting healthy working environments. Guidance on civilian wellness programs may be found in AR 600-63 External Link, Army Health Promotion, para 5-2c. Recommended Wellness Recommendations: * Command Policy. Establish a command policy or memorandum to promote a culture of health and wellness at your worksite. Ensure your subordinate leaders know this is a priority for you. * Establish a healthy nutrition environment. Motivate employees to choose healthier snacks through educational awareness and labeling. Consider implementing the "Go for Green" program in your dining facilities. Promote healthy "treats" on desks (such as nuts, fruits, popcorn, etc.). Engage with your local AAFES/NEX/MCX or MWR leadership on providing healthy options in vending machines. Promote clean inviting food storage/eating areas (i.e. refrigerators, microwaves, break rooms). * Promote sleep as a critical component to healthy living. Communicate the benefits of adequate sleep during a variety of meetings at all levels of the work force. Employees who get adequate sleep perform at a higher level than those that do not. Adequate sleep reduces injury, improves morale, and enhances job performance. * Create a culture that supports activity throughout the day. Encourage walking or standing meetings, standing work stations, and employees taking short activity breaks. Implement bike to work days where and when appropriate. Sponsor organizational activity days built around physical fitness. Initiate a command-sponsored civilian fitness program (CFP) through a healthy worksite memorandum or policy. One strategy is to develop a civilian enrollment form maintained by the employee, first-line supervisor, and an organizational site for the documents. Contact APHC under the "Health Promotion Resources" for examples. Department of the Army Civilian Fitness and Health Promotion Program * Army Directive 2021-03 External Link establishes policy for the Department of the Army Civilian Fitness and Health Promotion Program. This program is designed to encourage Army Civilians to engage in a regular regimen of exercise. Positive health habits enhance the health and quality of life of the civilians, while increasing organizational wellness and mission productivity. * Three hours per week excused absence is authorized to participate in physical exercise * Program must include exercise and nutritional education. * Participation requires supervisor's approval. * Supervisors may adjust employee work schedules (flex hours) to permit training and exercise where possible and when it is consistent with the workload and mission. Civilian fitness programs are governed in the Army by AR 600-63, Army Health Promotion, chapter 5-2c External Link. Federal policies, DODD 1010.10 Health Promotion and Disease/Injury Prevention External Link and the Federal Employee Health Program provide guidance and support the implementation of wellness and fitness programs for civilians.

BOSS - Better Opportunities for Single Soldiers
The Better Opportunities for Single Servicemembers (BOSS) program represents the voice of the single servicemember. If you're a single servicemember, BOSS members advocate for you by advancing quality of life issues on the installation, and in the barracks, to senior leaders on post and throughout the Army. "Let Your Voice Be Heard" The BOSS program is based on three program pillars: Quality of Life, Community Service, & Recreation and Leisure. As a member of BOSS, you have a voice in how you live, how you spend your leisure time and how you support the community around you. BOSS Soldiers: Coordinate and participate in community services projects; Organize recreation and leisure activities; & Actively support the quality of life needs of single Soldiers. BOSS Volunteers Want to get involved in the community and don't know how? Join BOSS on one of our many volunteer outings or opportunities. Examples of program participation: Income-generating activities & Event support. Garrison BOSS programs are managed by a Senior Enlisted Advisor, MWR Advisor and BOSS President. BOSS serves the Single Soldier Community - active, guard and reserve - and single parents, geographical bachelors, and other branches of service and Foreign Service Members. BOSS membership and the program's available leadership and project management roles enhance your promotion packets. Learn more about BOSS and how to become a member at www.boss.armymwr.com. History of BOSS: The BOSS program originated in 1989 (as Better Opportunities for Single Soldiers) to respond to the recreational needs of single Soldiers aged 18-25 who make up 35% of the Army. As the program was implemented throughout the Army, it became evident that quality of life was the primary concern to single Soldiers. In 1991, the Chief of Staff of the Army officially expanded BOSS to include all aspects of Soldiers’ lives. Some BOSS members then began to express an interest in participating in community service projects which was added as a component of the program. In 2010, Fort Lewis and McChord Field merged to become Joint Base Lewis-McChord. An aspect of this merger was to encourage airmen to participate in the BOSS program, and thus BOSS was rechristened as Better Opportunities for Single Service members.

Coping with Deployments Course
The American Red Cross believes it is important to prepare family members to deal with the challenges of serving at home while their loved one is deployed. Coping with Deployments: Psychological First Aid for Military Families was developed out of the Red Cross' continuing commitment to serving military families wherever they reside. This course provides useful information on how to strengthen your ability to respond to the challenges you may encounter throughout the deployment cycle. It was designed specifically for the spouses, parents, older children, siblings and significant others of service members, as well as for military members who may take the course with their family. Veterans and their family members are also eligible. This excellent course offers guidelines for increasing resiliency in ourselves and our children and also provides information on how to provide psychological first aid to others experiencing stressful feelings or events. It can also serve as a useful link to connect you with other military families in your community. Military Families can take this course by requesting it through the Red Cross Office (502-624-2163) or online at: https://www.redcross.org/get-help/military-families/deployment-services/coping-deployment-course.html.
Crime Prevention
The Fort Knox Crime Prevention's mission is to assist the Installation Commander and Director of Emergency Services in making the Fort Knox community a safer and more secure environment for Soldiers, Family Members, workforce, retirees and visitors that access our Installation. The Crime Prevention program will enhance the combined efforts of Fort Knox Law Enforcement, Physical Security, Prevention, Safety and Force Protection by implementing sound crime prevention practices, executed at all levels. Crime prevention is one program that can have a major impact on installation crime rates at a relatively minor cost in both dollars and manpower. It takes less effort to discourage a criminal from perpetrating a crime or to teach a Soldier to avoid becoming a victim than it does to investigate a crime, identify the offender, prosecute him, and punish him. In addition, a proactive approach to law enforcement can help maintain the high quality of service life that can improve the retention of first-term Soldiers. Contact Information Bldg. 298, 429 Gold Vault Road Crime Prevention Officer: (502) 624-2111/2112 Email: usarmy.knox.imcom-atlantic.list.des-mp-desk-seargeant@mail.mil Neighborhood Watch A good neighbor is one of the most effective crime prevention tools ever invented. Equal Employment Opportunity Formal/Informal Complaint Proces
The Federal Equal Employment Opportunity (EEO) Complaint Process consists of several steps - all designed to resolve the complaint at the lowest possible level, if at all possible. FK Form EEO Poster 690-600-1 provides names and phone numbers of persons to contact within the EEO Office. These posters are placed on employee bulletin boards throughout the Installation for the employee's convenience. Who Can File A Complaint Any current or former employee, or applicant for employment at Fort Knox, whether paid from Appropriated or Non-Appropriated Funds (except AAFES and DoD School system employees) may file an EEO Complaint with the Fort Knox EEO Office. In addition, some contract employees may also have a right to file using the federal complaint processing procedures. Determination of the rights of a contract employee to use these procedures will be made on a case-by-case basis and is dependant, in large part, on the working relationship between the contract employee and Fort Knox officials. Informal Complaint Process If an employee or applicant for employment feels that they have been discriminated against because of their age, race, sex, religion, national origin, color, disability (physical or mental), or because of reprisal, they should contact the Fort Knox EEO Office to initiate the complaint process. An EEO complaint must be initiated within 45 calendar days from the date of the incident or, if a personnel action, within 45 calendar days of its effective date, or the date that the complainant became aware of the discriminatory act or personnel action. Matters raised after the 45-day time limit will be looked into through the informal complaint process even though a formal complaint may later be dismissed for untimeliness. The person filing a complaint will be given the option of: Remaining anonymous during the informal stage of the complaint process Using traditional counseling (EEO Counselor assigned to look into the matter and attempt to resolve) Opting for mediation with a trained mediator. (A neutral third party who will meet with the complainant and a management official who has the authority to resolve the complaint.) In accordance with local policy, if the complainant accepts mediation, management must participate. If the complaint is resolved during the informal stage, the parties will be asked to document the resolution in the form of a negotiated settlement agreement (NSA). Failure to abide by the terms of the settlement agreement may provide the complainant the right to reopen the complaint. If the complaint is not resolved during the informal stage, the complainant will be given a final interview and a Notice of Right to File a Formal Complaint of Discrimination. A copy of the counselor's report will be furnished the complainant after the final interview. Right to Representation and Official Time At any stage in the complaint process, the complainant may designate a representative. Designation of a representative must be made in writing to the EEO Office, and will become part of the case file. Any changes to this designation must also be made in writing and furnished to the EEO Office. Complainants are entitled to use a reasonable amount of duty time to prepare and present their case. Determinations of what is reasonable must be made on a case-by-case basis and requested from the complainant's supervisor, prior to use. If the representative is also employed at Fort Knox, the representative is also eligible to use duty time for representation purposes. If you decide to file a complaint of discrimination contact Equal Employment Opportunity Office Building 1310, Pike Hall Fort Knox, Kentucky 40121-5230 24 Hour Line Commercial (502) 624-2545 DSN: 464-2545 For further guidance and/or assistance, Please contact Complaints Manager Commercial: (502)624-6196 DSN 464-6196 TTY Phone Assistance: Disabilities Specialist (502) 624-6042 Complaints Manager (502) 626-6230

Junior Red Cross
The Junior Red Cross World War I inspired an official organization for young people: the American Junior Red Cross. Students knit scarves, rolled bandages and built furniture for hospitals and convalescent homes. They prepared and sent Friendship Boxes containing school and personal items to students overseas. They worked in Victory Gardens (vegetable gardens that added to the nation's food supply) and raised funds. In fact, Junior Red Cross members contributed an amazing $3,677,380 to the Red Cross during the war. After the war, members of the Junior Red Cross kept working to make children’s lives better, both overseas and here at home. Through the National Children's Fund, the Junior Red Cross aided war victims and refugees throughout Europe and helped fight against the influenza pandemic which struck both Europe and America. Funds were raised to help victims of fires, floods and tornados and to support Native American schools in the American Southwest. During the Great Depression Junior Red Cross members distributed surplus wheat and cotton, collected clothing and food and canned fruits and vegetables. Junior Red Cross membership grew to almost 20 million during World War II. Activities ranged from the production of clothing, toys, furniture and art works to entertainment and recreational programs at military camps and hospitals. Following World War II, the Junior Red Cross continued some traditional programs, such as assistance to war veterans and their families, disaster relief, and public health. The Red Cross introduced an International Student Work-Study Program, started a High School Chest Program which sent school supplies to students who had lost them in natural disasters and set up Leadership Development Centers for junior and senior high school and college students. Young professionals, college students and high school, middle school and elementary school students make a difference every day. Join our efforts. To find out how you can become a young humanitarian in today’s Red Cross, contact your Local Red Cross (502) 624-2163.

Special Victim Counsel
What is the SVC Program? The SVC Program provides a no-cost military attorney to victims of sexual assault who qualify for SVC services. What does a SVC do? A SVC is a licensed attorney who can advise you on a range of legal and economic matters you may have as a victim of sexual assault. An SVC can be your legal guide, so you don't have to walk alone as you meet with investigators, prosecutors, and other people involved in the military justice process. Who qualifies for SVC services? In general, if you are a victim of sexual assault and fit into one of the following categories, you may qualify for SVC services through the Fort Knox Legal Assistance Office: Soldier (no matter whether the offender was a Soldier or not) Family Member of a Soldier (if you have a military ID and the offender was a Soldier) ROTC cadet on contract (if the offender was a Soldier or fellow cadet) Deployed or OCONUS DoD Civilian employee (if the offender was a Soldier) Foreign military personnel (if the offender was a Soldier) If you are a Reserve or National Guard Soldier, you may qualify for services under your component's own SVC Program. If you are an Army Family Member sexually assaulted by a member of another branch of the Armed Forces, you may qualify for SVC services through that other branch (e.g., Navy, Air Force). Do I have to file an unrestricted report to be eligible for SVC services? No! If you qualify for an SVC, you don't have to make an unrestricted (open) report of sexual assault. Your SVC can explain to you the difference between restricted and unrestricted reporting. In fact, you can get the advice of an SVC attorney and then choose not to report at all. It is completely up to you. Will the things I say to a SVC be kept confidential? A SVC is an attorney and is bound by the strictest rules of confidentiality. Whatever you tell your SVC in confidence will be kept in confidence by the SVC, unless and until YOU decide that someone else should know. What if I did something illegal before, during, or after the sexual assault? Victims of sexual assault are people, too. This means that sometimes they mess up and do things that are unethical or illegal. This is called collateral misconduct, which can take the form of underage drinking, drug use, or inappropriate relationships. Some people who have experienced sexual assault feel they don't have a right to report the assault because of their own collateral misconduct, or they may be worried about getting in trouble. A SVC can give you the confidential advice you need to make an informed decision on whether to report. If you have experienced sexual assault, you always have the right to report it, no matter what else you may have been doing at the time. How do I contact a SVC? Call the Fort Knox Legal Assistance Office at (502) 624-2771 or (703) 347-4219 to set an appointment.
