Adult Anger Management: Anger Management Classes
The FAP-E outreach and prevention program is designed to strengthen and improve the quality of life for our military Families by increasing self-sufficiency, resiliency and community cohesion for active duty, Family members, civilians and retirees. Together with garrison and host nation agencies, FAP-E provides a multitude of programs and services designed to build individual and Family strengths as well as advocate for non-violent communities. The goals of the FAP-E are:
Leverage individual and Family strengths.
Overcome behaviors that may contribute to Family maltreatment.
Value Family member differences.
Enhance behaviors that foster healthy military lifestyles.
FAP-E professionals strive to create command and community awareness of the unique challenges associated with living in Europe, provide information on existing services to eliminate child abuse and domestic violence, and to develop specific educational programs at no cost to active duty. Our services include seminars, workshops, and individualized intervention.
FAP-E is dedicated to helping Soldiers and Families address the unique challenges of military life, living overseas and understanding how unmanaged stress can lead to child abuse and domestic violence. The Education Staff provides quality services and programs to active duty, retirees, civilians and family members. Professional guidance counselors provide a full range of adult and continuing education counseling. Individual counseling is available during normal duty hours on a walk-in basis.
We have four institutions with face-to-face classes available for ID card holders. These institutions have contracts with the military to provide school representatives to assist with enrollment and support. (They also provide online classes and degree plans.)

Army Wellness Center
Army Wellness Centers (AWC) provide standardized primary prevention programs and services designed to build and sustain good health and improve the overall healthy lifestyles of soldiers, reservists, retirees, civilians, and their family members. There are 35 Army Wellness Center Locations at garrisons around the world from Japan to Germany, so your test results follow you wherever you go to ensure continuity of care and to stay on track of your goals.
The Army Wellness Center provides body composition, metabolic, and VO2 submaximal testing with accompanying fitness test, biofeedback sessions, sleep, stress, tobacco, and general nutrition education, individual and group health coaching, and unit testing/education. All appointments include examination of current health habits, analysis of risk factors, exploration of personal health/wellness goals, and an assessment of obstacles that may get in the way of consistent health habits.
Access to care: Referrals can be self-directed or by a physician. Body Composition walk-ins welcome, however appointments are encouraged to ensure staff availability and minimal wait times.

The Babysitting Basics course from the American Red Cross gives those ages 11 and older a foundation on which to build their babysitting business. Designed for new babysitters, this course delivers information clearly, concisely and interactively – and it's the perfect way for young people to learn about all of the responsibilities that come with the job.

The Domestic Abuse Victim Advocate (DAVA) provides comprehensive support services to adult victims of domestic abuse including: crisis intervention, safety planning, help obtaining medical treatment for injuries, information on legal rights and proceedings, referral to military and civilian shelters, and other resources.
DAVA’s provide information so clients can make informed choices in reporting an assault and how they choose to proceed. DAVA’s are available to accompany adult clients to medical visits, court proceedings, and other appointments as requested. DAVA’s provide services 24 hours-a-day, 7 days-a-week. Victims are not alone, help and support are available.

Educational Development Intervention Services (EDIS) Services
EDIS provides services to support families of children with developmental delays, disabilities, or special learning needs. We deliver Early Intervention Services (EIS) to eligible infants and toddlers (birth to 3 years of age), and their families, in domestic and overseas areas.

Exceptional Family Members: Children With Special Needs
The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical, and personnel services to Families with special needs. Soldiers on active duty enroll in the program when they have a Family member with a physical, emotional, developmental, or intellectual disorder requiring specialized services so their needs can be considered in the military personnel assignment process.
Family members must be screened and enrolled, if eligible, when the Soldier is on assignment instructions to an OCONUS area for which command sponsorship/Family member travel is authorized, and the Soldier elects to serve the accompanied tour. This screening consists of medical records review for all Family members, and developmental screening for all children 72 months of age and younger.

Financial Issues: Army Emergency Relief Loans
Army Emergency Relief (AER) is a private, non-profit organization established to assist Soldiers and their Family members in emergency financial situations due to no fault of their own. Financial assistance is given in the form of an interest-free loan, grant, or combination of the two. Loans are repaid by an allotment.
To apply for AER assistance, the Soldier should be seen by the Unit Commander/1SG for interview/counseling to determine if the situation can be resolved through the chain-of-command or some other source. After determining that the Soldier has a valid emergency, the unit commander would then authorize the individual to seek AER assistance.

New Parenthood: Single Parent Support
For Active Army and Active Guard and Reserve Families who are responsible for regular care of persons with disabilities, the Exceptional Family Members Program Respite Care Program provides a temporary rest period. Care may be provided in the Family’s home or other settings such as special needs camps and enrichment programs.
The Army EFMP put respite care in place to give eligible Families, especially now with multiple deployments, the opportunity to receive respite care when it’s needed. Families apply for the Respite Care Program at the nearest installation Army Community Service (ACS) EFMP Office.
Eligibility for Respite Care Program is based on EFMP enrollment and the medical or educational condition of the Family member requiring care. Qualifying Families are eligible to receive up to 40 hours of funded EFMP respite care monthly for each certified Family member.

School Liaison Office - Transition Assistance, Education, In/Out - Processing
School Liaison Officers [SLOs] “level the playing field” for transitioning students, help prepare families, schools, and installations to respond confidently to the complexities of transition and deployment while providing families the assurance that their children’s academic well being is an Army priority by providing:
Five basic core services:
1. Transition Assistance (PCS Cycle) – School Liaison Officers assist families with school transfers and help “level the playing field” for military children and youth through direct family interaction and through” paving the way” with local schools.
2. Communication Link between Command, Schools, and Families – School Liaison Officers serve as subject matter experts for installation commanders on K-12 issues helping to connect command, school, and community resources.
3. Home School Linkage and Support- School Liaison Officers assist Army families by gathering and sharing information on home schooling issues, policies, and legislation from local school districts, and helping leverage Child Youth & School [CYS] resources to support these families.
4. Partnerships in Education [PIE] – Creates a volunteer network of resources to support installation and community members who have a vested interest in the success of all youth.
5. Post Secondary Preparations – School Liaison Officers leverage installation and school resources to provide graduating military students with access to post-secondary information and opportunities.

Substance Use Disorder Clinical Care
Services:
The Army's Substance Use Disorder Clinical Care (SUDCC) program uses a multidisciplinary approach to treat and provide patients the resources and support they need to overcome the challenges of illicit drug use, prescription medicine and alcohol abuse or dependence.
Access to care:
The primary mission of the Stuttgart SUDCC clinic is to treat Active Duty military members. At times access to care is also available for Retirees, Military Family Members, GS Civilians and Contractors on a space available basis. Decisions about opening access to the clinic for non-Active Duty patients are based on the clinic’s ability to meet the MEDCOM access to care standards of 7 days for any new intake as well as regular follow up appointments. The inability to meet the access to care standard means that we may be unable to take care of non-Active Duty patients. However, if the standard can be met our next priority are Active Duty Retirees and their family members, then DA Civilians and Contractors, as space permits. Our goal is to provide quality Behavioral Health care which depends on our ability to meet the time demands of treatment.
For those not eligible for care in this clinic, there are other resources are available. All civilians interested in recovering from substance abuse issues should begin by contacting the EAP (Employee Assistance Program) at (314) 431-2530 or Civ: 07031-15-2530. Where you will be provided updates on availability and other helpful information.

FTB is a series of training modules taught through your local Army Community Service or Family Program’s office that cover topics such as basic information about the Army, personal growth skills and leadership skills. AFTB improves personal and Family preparedness which enhances overall Army readiness and helps America’s Army adapt to a changing world.
AFTB helps you to not just cope with, but enjoy the military lifestyle. Many of the courses can be applied toward resume’ and career building, self-development and leadership skills. AFTB provides the knowledge and self-confidence to take responsibility for yourself and your Family. The training is available to Soldiers, Family members of all Soldiers, Department of Defense civilians and volunteers.

Youth Center: Clubs and Programs
The Youth Centers have a wide range of programs for youth in grades 6-12, offering fun-filled afternoons, evenings, and weekends. Free Middle School Teen (MST) programs are offered daily after school and in the afternoons during the summer. MST morning camps are also offered at a nominal fee during the summer to complement the free afternoon program.
There are special activities for youth scheduled on a continual basis, including social activities and field trips. CYS programs utilize partnerships with 4-H Clubs, Boys and Girls Clubs of America, and Character Counts to bring enhanced curriculum and other opportunities for growth and development to our children and youth. Programs are intended to offer positive alternatives that will minimize "at risk" behavior during parental duty hours.

Youth Services programs are available at three locations: Patch Barracks, Robinson Barracks and Panzer Kaserne. Middle School Programs are offered for youth in grades six through eight; teen programs are offered for youth grades nine through twelve on Patch Barracks.
